El Partido Comunista de Chile rechaza la designación de la nueva Ministra de la Mujer y equidad de Género, Macarena Santelices, en primer lugar por no tener experiencia en materias de igualdad de género, y manifiesta su profunda preocupación por sus actos y dichos sobre la defensa del legado de la Dictadura Cívico Militar y su no condena a las violaciones a los DDHH de ayer y de hoy.
Después de 53 días sin ministra titular, después de haber sufrido duras críticas e interpelaciones por el nulo papel en la defensa de las mujeres víctimas de violaciones a los DDHH, con detenciones, mutilaciones, tortura y violencia sexual y política por parte de agentes del Estado como son la policía de Carabineros y FFAA, y cuando en tiempos de pandemia se necesita una autoridad con expertiz en materia de igualdad y equidad de género y, muy especialmente, con una comprensión a cabalidad de las distintas manifestaciones de violencia contra las mujeres y con una voz fuerte para la denuncia, el gobierno designa a una autoridad sin conocimiento en el tema.
Nos parece que con esta definición se le da la espalda al movimiento feminista y de mujeres que, desde hace 2 años, desde el mayo feminista, ha acumulado fuerza y es una expresión viva de la revuelta social. El último 8 de marzo demostró con una gran fuerza, que Chile aún tiene deudas históricas con las mujeres, y que la administración de Piñera ha significado un duro retroceso en las necesarias conquistas que debemos alcanzar y en el desmantelamiento de la institucionalidad creada con el Ministerio de la Mujer y la Equidad de Género.
No estamos de acuerdo ni aceptaremos el negacionismo ni la exaltación de la dictadura cívico militar que vivimos como país porque esto constituye una afrenta a las víctimas de violaciones de los DDHH en especial a las mujeres que fueron asesinadas, desaparecidas y violadas. Repudiamos las improvisaciones en materia de género por parte de este gobierno, ya que las perjudicadas son millones de mujeres de nuestro país que, en este contexto duro de pandemia, ven más desmejoradas sus condiciones de vida.

Declaración de mujeres representantes de los partidos de oposición ante el nombramiento de Macarena Santelices como Ministra de la Mujer y Equidad de Género
- El nombramiento luego de 53 días de vacancia del cargo en medio de una crisis política y luego sanitaria expresa la desidia del gobierno de Sebastián Piñera respecto al mandato del Ministerio de la Mujer y la Equidad de Género
- Es impresentable que en medio del aumento de las denuncias por violencia de género, la nueva ministra no tenga experiencia ni conocimientos respecto a los ámbitos de competencia de su cartera. El llamado que realizamos hace una semana a nombrar una ministra no es un llamado vacío. Lo exigimos porque hoy, en medio de un contexto de pandemia, es necesario que haya una interlocutora válida, que sea responsable política de las acciones que se tomen, y que pueda dialogar con las distintas actorías sociales para actuar de forma mancomunada en enfrentar los tiempos difíciles que se vienen para las mujeres. El nombramiento de esta ministra, con su historial político junto con sus posturas negacionistas respecto a las violaciones a los DDHH -incluida la violencia político sexual- ejercida en dictadura, parece ser una provocación. Es precisamente, una decisión del gobierno que dificulta y obstaculiza el diálogo, en un momento en el que se necesita.
- Para enfrentar esta crisis es mínimo que la ministra cumpla su mandato y rechace la violencia contra las mujeres. Aún esperamos un pronunciamiento claro del Ministerio de la Mujer y la Equidad de Género por la violencia política sexual perpetrada por agentes del estado presenciada desde el 18 de octubre hasta hoy que tiene como principales víctimas a mujeres y disidencias.
- Solidarizamos con la Asociación de Funcionarias del Ministerio de la Mujer y Equidad de Género que ha cuestionado el nombramiento de la nueva ministra y ha denunciado una preocupante situación de desmantelamiento de políticas públicas y creciente incapacidad de gestión, de lo que el intento de cierre del programa “4 a 7, Mamá trabaja tranquila” fue un ejemplo. Esta preocupación no hace sino profundizarse dado que la nueva ministra Macarena Santelices ha sido judicializada previamente por acoso laboral a funcionarias públicas.
- El hecho de que el ministerio no esté siendo capaz de llevar a cabo iniciativas reales para enfrentar el alza en la violencia durante esta pandemia, y solo levante campañas publicitarias que no son implementadas en conjunto con la red de protección y sus funcionarias, ni tienen presupuesto o equipos capaces de hacerse cargo del insistente llamado a denunciar, evidencia que para este gobierno los derechos de las mujeres no son prioritarios. Llamamos a dejar de considerar al Ministerio de la Mujer y la Equidad de Género una cuestión de segundo orden que sirve de plataforma electoral y a tomarse en serio lo que viven miles de mujeres a lo largo del país.
Por todo lo anterior, el ministerio hoy no está cumpliendo la función para la cual fue creado: proteger los derechos de las mujeres. Las mujeres de los partidos firmantes, consideramos que la designación de Macarena Santelices debe ser reconsiderada, dado que se debe designar una ministra que efectivamente tenga las competencias para el cargo. No hay tiempo para nuevos experimentos, la crisis exige actuar hoy, con total empoderamiento y con políticas públicas que vayan en la dirección de proteger, contener y acompañar. Esperamos que el gobierno cambie esta situación: es necesario que la ministra tenga no solo la voluntad de enfrentar la crisis que esta pandemia significa, sino las competencias y conocimientos técnicos para abordarla. La ministra designada es un retroceso que puede costar vidas.

اوکانر را باید از پیش گامان استعدادیابی علمی امروزی نامید.
جانسون اوکانر که در رشته فلسفه از
دانشگاه هاوارد فارغ التحصیل شده بود در سال 1922
مسئولیت پروژه آزمون استعدادیابی یا تشخیص استعداد کارکنان در جنرال الکتریک را بر عهده گرفت.
آن زمان این پروژه با عنوان مهندسی انسانی نامگذاری شده بود و در توصیف آن
گفته میشد که قرار است هر کس، در شغلی مشغول کار شود که
توانمندی بیشتری برای آن دارد.
تست اوکانر برای این منظور توسط او طراحی و
اجرا شد.
مدیران جنرال الکتریک بر این باور بودند که
